The Centre for Infectious Disease Research in Zambia (CIDRZ) is a vibrant independent non-governmental organisation that partners with the Government of the Republic of Zambia to effectively improve the health of Zambians. CIDRZ conducts locally-relevant, cutting-edge research and health programming, and provides technical support and training to strengthen primary healthcare provision systems in the areas of HIV, TB, infectious disease, women’s, children’s and prisoner’s health. Chief Financial Officer Ref No. CF/FN/10/16

Reports to the CEO. The Chief Financial Officer (CFO) is responsible for all finance related matters at CIDRZ and for the efficient operations of the Finance Department. As a member of the Executive Committee (EXCO) and Leadership Team (LT), the CFO also assists in strategic planning of the organisation, leading discussions with auditors and the finance departments of partner organisations. She/he is ultimately responsible for the financial management of all CIDRZ grant income in Zambia.

Key responsibilities

  • Accountable to the CEO and Board of Directors for the financial performance of the organization
  • Leadership and management of the Finance Department that drives industry-leading performance of the department
  • Strategic financial advice throughout the organisation
  • Financial accounting and management reporting
  • Coordination and streamlining of annual programme and administrative budget preparation
  • Oversight of all laboratory management accounts and budgets to maintain the financial sustainability of the laboratory
  • Guidance on grant indirect rates and determination of the overall administrative cost base of the organisation
  • Statutory reporting, annual returns, PAYE, NAPSA and tax returns amongst others
  • To engage with external auditors for annual statutory audits and donor annual financial reports including quarterly Financial Status Reports (FSRs)
  • Engages with outside consultants in an expedient fashion when specific technical expertise is required
  • Spearheads the risk management process in financial management
  • Management of treasury investments and exchange rates
  • Input into donor reporting processes
  • Advise on Management Tender Committee (MTC) on procurement issues and other guidelines
  • Performs frequent reviews and improvements in internal controls
  • Represents CIDRZ financial positions at board meetings and advise on strategic financial issues.

Qualifications

  • ACCA. CIMA, CPA or equivalent. An MBA will be of added advantage
  • 8 years post qualification finance experience
  • U.S. Government financial management experience will be an added advantage including U.S. Government/CDC/USAID rules and regulations training
  • Ability to multi-task and meet tight deadlines
  • Analytical mind with strong writing skills
  • Outstanding leadership and inter-personal skills with substantial experience in organizational development and mentorship
  • Good communication and negotiation skills and ability to build consensus within and between departments/projects
  • Ability to manage and work with diverse teams with diverse cultural backgrounds
