District TB/HIV Clinical Mentor (DTCM)

Under the overall guidance of the Clinical care specialist –TB, the DTCM is responsible for the coordination of TB/HIV activities and provision of TB technical support at district level. The DTCM is an experienced practicing Clinician or Nurse competent in TB/HIV clinical medicine and TB management in general. The position is expected to work in collaboration/ liaison with the MOH district TB focal point person, and is , responsible for training and mentoring Ministry of Health staff  and CIDRZ staff (i.e. Nurses, Clinical Officers, Medical Officers, Midwives, Pharmacy and other support staff) in the management of TB and works closely with the ART (adult and pediatric), PMTCT, and MCH departments at district level to ensure smooth integration of TB programs and implementation of TB/HIV collaborative activities.

Main Duties

  • Serve as the liaison between CIDRZ and the District Health Office as well as other implementing partners/stakeholders at the district level including community based organizations, on issues relating to the implementation of TB/HIV collaborative activities
  • Document and analyze records of TB/HIV collaborative activities at supported facilities, as well as case-based information in electronic format
  • Provide support to the effective referral system of tuberculosis and HIV patients to ensure integration of TB and HIV services within the district
  • Conduct supportive and supervisory visits to TB and HIV care facilities, prepare reports on supervisory visits, and provide remedial actions on constraints to the district and the facilities supported
  • Participate in all TB/HIV forums at local level and provide updates as required
  • Work with the district TB and leprosy coordinators, HIV focal nurses and other focal persons and support them to provide regular updates to stakeholders regarding implementation of the TB/HIV collaborative activities
  • Support local TB/HIV training efforts at district and provincial level
  • Coordinate and assist with supportive supervision and mentoring of community-based and facility-based Health Care Workers in the day-to-day implementation of TB/HIV collaborative activities
  • Liaise with District TB/HIV staff, focal persons, Clinical Mentors, quality improvement focal persons, laboratory technologists and other key staff involved in quality improvement, clinical mentorship and supportive supervision to integrate TB/HIV collaborative activities into existing health service delivery platforms and build sustainable systems for TB/HIV
  • Compile monthly, quarterly, annual and ad-hoc reports as required in required formats
  • Provide support for all aspects of data collection and reporting by all stakeholders, and help to identify barriers/challenges and work with the DHO and District TB/HIV Coordinator to address these in a timely manner


  • A diploma or degree in a health-related field (Nurse or Clinical officer)

Knowledge / Experience:

  • At least 3-5 years of relevant work experience in the field of TB and HIV control activities with at least one year in a supervisory role
  • Qualified mentor with experience in mentoring and training HCWs at district and provincial level
  • Has Basic TB/HIV Clinical training, Advanced HIV Training, Pediatric trainings and/or PMTCT training
  • Experience with recording, reporting and other monitoring and evaluation activities
  • Computer literate, with high competency in using Microsoft office applications (Word, Excel, PowerPoint)
