EXPRESSIONS OF INTEREST FOR SPATIAL PLANNING SERVICES – SPATIAL PLANNING AND DESIGN OF CIDRZ LAND IN IBEX HILL, LUSAKA, ZAMBIA
The Centre for Infectious Disease Research in Zambia (CIDRZ) is inviting eligible bidders to express interest in land spatial planning for the proposed development of infrastructure on its land in Ibex Hill of Lusaka District in the Republic of Zambia with the aim of realizing efficient land development and land use.
The assignment involves spatial planning of land for proposed development. CIDRZ intends to engage the services of experienced land use and urban planning firms to provide spatial planning design for the proposed development of its land in Ibex Hill. The Planning Consultant will offer advice on the best approach to the proposed land development to minimize the risk of failure. The professional advice should include the most efficient land use and spatial development plan of the land. The aim of planning assignment is to discover and understand the site’s characteristics in advance of design and construction and ensure that important issues are not overlooked as design proposals are developed and also propose efficient infrastructure space apportionment on the land.
SCOPE OF THE ASSIGNMENT
The consultants will be expected to provide the following services:
1. Review all issues relating to physical features, environmental conditions, socio-economic factors and legal issues and identify constraints to planned development implementation.
2. Undertake preliminary works to ascertain the conditions of the proposed development site and collect all relevant information for the execution of the assignment.
3. Define the planning area – confirm land boundaries, size, access and surrounding neighborhood.
4. Surveying of the land covering the following aspects:-
(i) A topographic survey of the land to establish the exact location of the land’s main features
(ii) A reconnaissance survey – to establish the existing services such as sewerage, water, telecoms, electricity and drainages as well as identifying any underground services that may influence the design and land use plan.
5. Prepare planning drawings and prints plus give recommendations for any relevant local authority approvals for land use which need to be sought prior to architectural work engagement.
QUALIFICATION CRITERIA FOR SHORT LISTING
CIDRZ now invites Expressions of Interest from interested Planning Consultancy firms for the Land Spatial Planning services for the afore mentioned land in Ibex Hill. Interested firms may express interest for this development.
To be considered for shortlisting, the consulting firm is required to meet the following criteria:
(i) Name, place of company registration (local or foreign), contact details, information on its representatives and other relevant details
(ii) Curriculum Vitae of key personnel giving their full names, qualifications and positions
(iii) Information on the experience of the firm(s) in the execution of similar projects over the last five years with the following details:
a) Organizations to which similar services were provided;
b) Name and location of assignment;
c) At least three referees for work of similar nature;
d) At least five Assignments done and indicate contract sums involved;
This information may be in the form of a company profile of portfolio document.

Interested firms must submit three (3) copies of their submission sealed and clearly labelled;

The Expressions of Interest must be deposited in the Tender Box on the ground floor of CIDRZ Headquaters reception, situated in Mass Media area on Plot # 34620 Off Alick Nkhata Road, not later than Tuesday 25th February 2020 at 10:30 hrs CAT time.
