- A health system consists of all people, institutions, resources, and activities whose primary purpose is to promote, restore and maintain health.

HSS initiates activities in 6 internationally accepted core HSS functions:
- service delivery; HR for health; health information systems; access to essential medicines (medical products, vaccines and technologies); health finance and leadership/governance.
- A well-performing health system is one that achieves sustained health outcomes through continuous improvement of these 6 interrelated HSS functions.
