Translating global guidelines to achieve local policy on cholera elimination in Zambia.

Zambia’s multi-sectoral cholera elimination plan (MCEP)

The Centre for Infectious Disease Research in Zambia (CIDRZ), in collaboration with the Ministry of Health and other partners, conducted an evaluation of Zambia’s Multi-Sectoral Cholera Elimination Plan (MCEP).

The assessment applied Graham’s Knowledge-to-Action (KTA) framework, which encompasses six key phases: adaptation, assessment of barriers, implementation, monitoring, evaluation, and the sustained use of knowledge.

To gain a comprehensive understanding of the plan’s effectiveness, the evaluation incorporated insights from 24 key informant interviews with policymakers and implementers, 12 in-depth interviews with cholera survivors, and focus group discussions involving 28 members of community-based neighbourhood health committees.

These consultations provided a nuanced perspective on the strengths and ongoing challenges encountered in executing Zambia’s Multi-Sectoral Cholera Elimination Plan.

The MCEP prioritises actions in hotspots and the implementation of vaccinations through a multi-sectoral governance and coordination structure. The appointment of a coordinator and the formation of multi-sectoral Technical Working Groups (TWGs) have enhanced information dissemination and improved coordination.

In addition, it has strengthened the case for increased investments in laboratory capacity, cholera vaccines, and critical infrastructure for water supply, sanitation, hygiene, and decentralised solid waste management.
